The Role of Logistics in Enhancing Maritime Operations in Côte d’Ivoire’s Coastal Waters
1. Introduction
For several years, the West African coast has been an attractive area for shippers due to its abundant resources. Although the installed logistics infrastructure has been established for several decades to meet the various maritime operations such as dredging, container handling, transshipment, shipping, and related logistic activities existing along the Ivorian coast, the quality of service provided is deteriorating significantly despite the increase in the pace of logistical investments made during recent years. In general, an analysis of maritime operations should be made from a logistics and supply chain perspective. Logistical flows not only show the stakes but also the particular actors that influence the competitiveness of the port and the maritime sector as a whole. The complexity and dynamics of the supply chain are reflected in commercial relationships, regulations, and interdependencies of all actors. This text articulates its reasoning around both the maritime logistics strategy and an analysis of the logistical plays for the main activities that underlie the maritime operations of the Ivorian coastal waters. The paper will be structured as follows: Section 2 will be devoted to the articulation of the theoretical model; Section 3 will present the research methodology; Section 4 will represent the presentation and analysis of results; and finally, it will set out the main lines of the concluding part of this research.
In fact, the operator in the port system is well positioned to ensure the interface with land logistics since it is the core system that has to play the role, turning itself into a platform in the validation of the logistical strategies of the various operators in the hinterland. This strategy in the case of Côte d’Ivoire is not any less productive. Indeed, the necessity of a more global vision for the economic emergence of the country, this study proposes to revisit, at the level of maritime logistics, a service vision through an analysis of the attractiveness of Côte d’Ivoire’s coastal ports in the regional competition for the coastal corridor. The review of some concepts will show to what extent the maritime logistics of a country and the supply chain approach have become a strategic factor in the assessment of the maritime sector of Côte d’Ivoire. The same applies to the link with intermodal logistics and the maritime road interconnections that have been implemented in both import and export, in which the ports of Cocody and San Pedro have vital importance. Their interfaces with the land component of the maritime logistics and the related flows are inextricably linked in the territorial attractiveness of places and regions.

2. Overview of Maritime Operations in Côte d’Ivoire
Maritime operations in Côte d’Ivoire are a crucial element of the country’s economy. Major ports such as Abidjan and San Pedro serve as critical nodes for international trade. These ports handle a significant portion of the nation’s import and export activities. The strategic location along the Gulf of Guinea facilitates the movement of goods, not only for domestic consumers but also for markets in neighboring countries.
Côte d’Ivoire’s maritime sector benefits from a diverse cargo base, including agricultural products like cocoa and coffee, as well as industrial goods. These operations are governed by a range of regulations that aim to ensure safety and security while promoting efficiency. However, there are concerns regarding the adequacy of facilities and services, which can hinder operational effectiveness. Additionally, the interplay between public and private sectors significantly influences how maritime operations are conducted.
A key aspect of effective maritime operations is the integration of logistics systems. The seamless movement of cargo depends on strong connections between ports, storage facilities, and transportation networks. Despite the existing infrastructure, challenges remain in optimizing these linkages to enhance overall operational performance.
3. Logistics in Maritime Operations
Logistics plays a foundational role in maritime operations, impacting not only efficiency but also the competitiveness of the sector. Various logistical components contribute to the effectiveness of these operations, from planning and execution to monitoring and control.
3.1. Key Components of Logistics
The primary components of logistics in maritime operations include transportation, warehousing, inventory management, and information flow.
Transportation: Efficient logistics require reliable transportation methods to move goods between ports and inland destinations. The use of trucks, rail, and even coastal shipping must be well-coordinated.
Warehousing: Storage facilities adjacent to ports are essential for managing goods before they are loaded or after they are unloaded. These facilities must optimize inventory levels to meet demand while minimizing holding costs.
Inventory Management: Proper inventory control ensures that necessary goods are available when needed, thus preventing delays in shipment.
Information Flow: Access to real-time data aids decision-makers in responding to changes in the supply chain. Technologies such as tracking systems and logistics management software enhance visibility throughout the logistical process.
3.2. Challenges and Opportunities
The maritime logistics sector in Côte d’Ivoire faces several challenges. Infrastructure limitations, such as inadequate road access to ports and insufficient storage facilities, can impede efficiency. Additionally, bureaucratic processes often lead to delays in customs clearance, complicating the supply chain.
However, opportunities exist to improve the current state of logistics within the maritime operations. Investing in infrastructure development, such as expanding port facilities and enhancing transportation networks, represents a positive step. Furthermore, the adoption of advanced technologies can streamline processes, reduce human error, and facilitate better communication among stakeholders.
At the same time, training the workforce in logistics management can contribute to improved efficiency. An educated workforce adept in modern logistics practices can adapt more quickly to changing conditions and emerging technologies.
